Oral English Language Proficiency

4038 Oral English Language Proficiency

In accordance with Senate Bill 1516, Oral English Language Proficiency Programs, the Administration shall establish a program and procedure to ensure that every full-time and part-time faculty member is proficient in oral English prior to providing classroom instruction to students.

Procedure

In order to assure that every full-time and part-time faculty member is orally proficient in the English language, Danville Area Community College will utilize the following procedures:

  1. All faculty members employed prior to July 1, 1987, will be assumed orally proficient in the English language unless two or more student complaints concerning their proficiency are received by the respective Division Chairperson.

    All faculty for whom two or more complaints are received shall demonstrate oral proficiency through a passing score on the Speaking Proficiency English Assessment Kit (SPEAK) test of spoken English as administered by the College.

    Faculty members failing the test will be given a reasonable period of time, not to exceed one (1) year, to improve their spoken English skills through formal study. If the faculty member does not pass the prescribed test(s) after such remedial effort, disciplinary action, including termination, may be taken.

  2. a. Full-Time Faculty

    Effective July 1, 1987, all final candidates for a full-time faculty position will be interviewed by an institutional team made up of the Division Chairperson, one faculty member from the division, the Director of Personnel, and the Vice President for Instruction or the Dean of Career and Technical Education. The interview will be structured to ensure appropriate discussions that will allow for evaluation of oral English proficiency by the members of the interviewing team.

    b. Part-Time Faculty

    Effective July 1, 1987, all persons being considered for employment as part-time faculty will be interviewed, at a minimum, by the respective Division Chairperson and/or his/her designee. The interview will be structured to ensure appropriate discussions that will allow

evaluation of oral English proficiency by the Division Chairperson or his/her designee. In the event the Division Chairperson or his/her designee questions the oral English proficiency of a part-time faculty candidate, they may request an interview for the candidate with the Vice President for Instruction and the Dean or Career and Technical Education.
